You willl be able to do quests for either faction (Luxon or Kurzick) and you will get faction points for doing this. In addition, your Alliance (which is a group of guilds) can declare a faction, and member can use faction points to boost their alliance's standing and allow them to acquire land.
You can also use Faction points to get different rewards, and the amount of Faction you have affects what areas you are allowed to enter (you can't go into Kurzick outposts if you have too much Luxon faction, for example)

I was not aware that the entry to a city was barred depending on faction. I did know that the merchants and other NPCs inside a city would not talk to you if there was more faction for the "enemy" in your faction screen. The merchants outside of town will talk no matter what the situation, so long as you have earned a bit of "local faction".

If it is true that you'll be locked out of towns, then that just means that you'll have to be more careful about when you decide to start doing quests/missions for the other side.

Is that really true? I'd say you can still go to cities of opposing faction, but the merchants won't sell anything to you.

I think you won't lose anything big by chosing either factions...

You will still be able to do both faction-related quests, but if you do a luxon one, you lose all kurzick faction...

the merchants just sell the same stuff, but in other towns.

maybe 15k armour will be a difference

The fact that faction is account based and not character based sucks!

I would really love to make an assassin that goes with luxons and a ritualist that goes with kurzicks, but you cant, and that sucks!

You only "lose" faction with a side when you trade in the faction points. During the preview event, the group that I was with had earned about 20k Kurzick faction, and when we went to do some Luxon stuff, we had about 3k Kurzick and 0 Luxon faction. The Luxon merchant NPC wouldn't talk to us in the towns. Once we'd completed even a simple Luxon quest (the 250 point one, for example), the NPCs outside of town would talk to us. Note that while we earned Luxon faction, our Kurzick faction did not reduce.

Aquiring 15k armor could be a problem however, as that is only available in the final town. You'd have to manage your alliances carefully and be prepared to recover lost ground if you wanted 15k from each side.

It's a simple matter of balancing things out. You fill up one side with factions to it's max. Spend all those factions. Do the same with your the other faction. Rinse and repeat till you have all materials needed.

And that works well for collecting items. Here's the rub however. When you have pledged allegiance to a side (in order to gain access to the town with 15k armor), the other side's in-town NPC won't speak with you, even if you have a balance or favor of that other side. That's why I think that getting 15k armor would require management of your allegiances.
